Provide recruiting, human resources consultation and support to acquire, develop and retain high caliber talent for business leaders in a cost effective and efficient manner.Act as an HR Consultant to business leaders in the assigned division(s) and/or departments. Meet regularly with key executive leaders to understand their staffing and resources needs. Work with leaders to understand business direction and develop HR strategies and workforce plans to support and address people :related issues. These may include recruitment strategies, future employment openings, talent discussions, performance discussions and organizational and position design support.Oversee the recruitment process for open positions in collaboration with the HR Business Partners. Meet with managers, post positions on various internal and external websites, screen resumes, send top candidates to business leaders for further review and/ or interviews and update candidate status in the system. Provide regular updates to leaders on recruitment activity include resume volume, interviews scheduled, candidate status, offers to extend, time to fill, etc.Evaluate external recruitment channels, analyze and report on key recruitment metrics including time to fill, quality of candidate pipeline, and cost. Work closely with the HR Business Partners to make recommendations and implement an external recruitment strategy for the organization including social media and websites, temporary agencies, career fair participation, college career office affiliations, and headhunters used to acquire talent for the organization. Develop and maintain an approved list of vendors.Manage relationships with all external recruiting parties. Negotiate fees and contract terms in partnership with the internal risk and vendor management teams. Handle issues as they arise, and develop strong working relationships with vendor contacts to get the most favorable terms and establish service level agreements. Discuss product and service offerings to determine which products and services will best meet the organizationA?s needs in a cost effective manner. Manage invoicing and billing for the vendors. Work closely with the HRIS and Reporting Specialist to manage systems supporting the recruitment and hiring process. Enter and monitor information in the applicant tracking system to ensure accuracy. Develop system requirements to automate manual processes and ensure effective audits and controls are in place to manage data from requisition opening through hire. Participate with vendor in system elevations and updates to maximize usage of system functionality.Monitor the job market and maintain awareness of trends and issues that affect the recruitment and hiring processes. Prepare analyses and summaries of headcount, main job market movements and issues, e.g. scarcity of talent for identified openings, legal concerns and cases, etc. May persuade and influence business leaders regarding requirements and/or job design issues that may be affecting an individual candidate search. Work with internal HR team to help managers develop job specifications, determine grade and salary range data, etc. Prepare and manage annual recruitment budget in conjunction with the HR Business Partners and Chief Human Resource Officer. Develop short and long term goals and objectives to streamline recruitment processes, practices, and operations, accounting for systems, subscriptions, and other ongoing and special project expenses. Design and manage the budget in a fiscally prudent vestigate and own partnerships with diversity programs like Wounded Warrior or Hire a Vet to ensure a diverse slate of applicants are presented for all openings. Design, develop, and deliver employment training as needed to employees and business leaders, e.g. Brown bag sessions or educational webinars on hiring techniques and strategies, mock interview workshops, recruiter training, Act as the primary point person to prepare, present and deliver
